Reading the Two Tiers
The minimum tier is a fairly typical survival-sandbox baseline: a 2018 six-core and a GTX 1060 will get you in the door. The jump to the recommended tier is mostly on the GPU — an RTX 3070 Ti or RX 6750 XT suggests the frozen weather, dynamic snow and lighting effects carry most of the visual load.
If you're between tiers, prioritize the GPU and an SSD: open-world survival games stream terrain constantly, and Permafrost's blizzards are exactly the kind of effect that punishes a slow drive.
